As you may know, Artifax has released GhostPCL under GPL2 license. GhostPCL allows users to convert a PCL file to PDF or other formats. After searching the web, I couldn't find any executables for it. So decided to build it from source. The version I built was 1.54, the source is available from the Artifax website.
You will still need the URW fonts from Artifax, unfortunately, these are not available under GPL2, but are released under AFPL license (which disallows any commercial distribution among other restrictions.)
Secondly, if you decide to install the fonts in a different folder, then you'll need to set an enviornment variable PCLFONTSOURCE. The value for this variable is the short path name to where the fonts are installed, and you need to use forward slashes rather than backslashes in the path. e.g. C:/Progra~1/Artifax/urwfonts/
